MoCRA
The Modernization of Cosmetics Regulation Act of 2022 — the first major expansion of FDA authority over cosmetics since 1938. It adds facility registration, product listing, safety substantiation, adverse-event reporting, records access, and mandatory-recall authority for cosmetic products sold in the US.
What MoCRA is
MoCRA — the Modernization of Cosmetics Regulation Act of 2022 — is the most significant update to US cosmetics law in more than 80 years. It expands the FDA's authority over cosmetic products and the companies that make and sell them.
What it requires
At a high level, MoCRA introduces facility registration, cosmetic product listing, a named "responsible person," safety-substantiation records, adverse-event reporting, FDA records access, and — for the first time — mandatory recall authority. Good Manufacturing Practice requirements for cosmetics are still being defined through FDA rulemaking.
Specific deadlines and small-business exemptions carry exact figures and dates — confirm the current values against FDA guidance. This definition is educational, not legal advice.
How MoCRA touches fulfillment
